China's Steel Industry Accelerates Green Transition, Optimizes Export Structure to Withstand Market Fluctuations

2025-09-16

Latest industry data shows that daily crude steel production remains relatively low, with companies significantly enhancing proactive production control. This stems from continued pressure on traditional demand sectors like real estate while also reflecting markedly improved industry self-discipline. Notably, although overall production is contracting, the proportion of high-end steel varieties continues to increase, with strong demand growth for special steels such as new energy vehicle steel and ultra-high strength engineering machinery steel.

Green transformation is reshaping the competitive landscape. Key steel enterprises have invested over 200 billion yuan in ultra-low emission transformation, with more than 80% of national capacity completing environmental upgrades. Baowu Group's Zhanjiang Steel zero-carbon pilot production line has officially commenced operations, Ansteel Group's CCUS technology has achieved industrial application, and HBIS Group's hydrogen metallurgy project is progressing steadily. These landmark projects demonstrate the industry's decarbonization determination. The Ministry of Ecology and Environment's recently released "Steel Industry Carbon Neutrality Guidance" explicitly requires key enterprises to reduce carbon emissions per ton of steel by over 5% by 2025 compared to 2020.

The export market shows a new trend of decreasing volume but increasing value. Although steel exports decreased year-on-year in the first seven months, the proportion of high-value-added products in exports rose to 35%, a record high. High-end products such as High-strength Rebar for Southeast Asian wind power projects and corrosion-resistant steel plates for Middle Eastern oil and gas pipelines have become new growth points. This structural change effectively offsets the potential impact of trade barriers like the EU's Carbon Border Adjustment Mechanism (CBAM).

The raw material market continues to face challenges. Although iron ore prices have fallen 15% from the beginning of the year's high, they remain at historically elevated levels. Coke price fluctuations have intensified due to environmental production restrictions, maintaining continuous cost pressure on enterprises. Leading companies are stabilizing raw material supplies through futures hedging and long-term agreements while increasing scrap steel utilization rates, which have now exceeded 25% at key enterprises.

Industry consolidation is entering a deep advancement phase. Synergistic effects are gradually emerging after the Ansteel-Benxi Steel reorganization, and regional restructuring in East China is accelerating. Industry concentration (CR10) is expected to exceed 50% within the year, representing a 12-percentage-point increase from three years ago. This enhanced concentration improves the industry's ability to respond to market fluctuations and provides scale support for technological innovation.

In the short term, the industry will still face dual pressures of weak demand recovery and high costs. However, long-term green transformation will generate new growth opportunities. Demand continues to grow in new energy sectors such as steel for photovoltaic supports and wind turbine towers, while demand for high-end silicon steel sheets for electric vehicles is experiencing explosive growth. These new demands are partially offsetting the decline in traditional construction steel usage.

The next three years will be critical for the steel industry's transformation. As the proportion of electric arc furnace short-process steelmaking increases and hydrogen metallurgy technology accelerates towards commercial application, the industry's green low-carbon development path becomes increasingly clear. Chinese steel enterprises are shifting from scale competition to quality competition and green competition. This transformation not only concerns corporate survival but will determine the new positioning of Chinese steel in the global industrial chain.
